I used to like the SharpScan app for it's nice UI and user-friendly interface (especially with it's background paper option) but I haven't seen any updates for it in years. As far as I know, it doesn't have any option to resize images after they are resaved. I'm not sure if you've already done it, but have you thought about using Irfanview?
